Research On Influencing Factor Of Public Access To Government Information Resources Based On Information Life Cycle

In recent years, with the development of internet and e-government, the constructionof open government information continues to make progress. It builds a good environmentfor public access to government information resources. Then the acquiring abilities andbehaviors of citizens have been increased day by day. Being in a transitional period, ourcountry has taken profound changes in society. Great progress has been made in reforminggovernment institutions and in transforming government functions, but many problemsremain to be solved. For example, the difference of economic development level of allregions is fairly big, the government information resources aren’t balanced configuration,and the promotion and utilization of advanced and applicable technologies are developingslowly. So our government can’t satisfy the needs of the people for information. Thecontradiction between single subject of government information and various demands forgovernment information is becoming increasingly conspicuous. Public access togovernment information resources are encountered bottleneck. I hope to perfect themanagement of government information life cycle by researching on influencing factor ofpublic access to government information resources based on information life cycle.This paper based in theory of government information life cycle holds thatgovernment, information technology, public and social play some part in public access togovernment information resources. The government that holds most of the informationresources influences on the basic values, qualities and efficiencies of public access togovernment information resources. Information technology affect organization andcommunication of it, however it is that the promotion and practice of matching.Infrastructure and soft-hardware technology can enlarge the way of public access togovernment information resources. Therefore, do promotes the efficiency of it, and ensurethe security for information. Public is the main using subject of the governmentinformation resources, so public’s awareness of the right to information, informationliteracy and economic capacity restrict public access to information capacity and therealization of that right. Meanwhile, public access to government information resourcesalso need various social stakeholders’ supervision and performance evaluation, playingtheir respective effective supervision role in this process to consolidate public access togovernment information resources’ channel and path.In order to improve the status quo of public access to government informationresources, ensure public information for the further realization of the rights, and promote the process of construction of government information. Firstly, we should understand thecognitive law of the life cycle of government information and development stage,understanding deferent functions of various stakeholders based on information life cycleof public access to government information resources, which can ensure public access toinformation behavior and reach the expected targets, thereby promote the governmentinformation life cycle management construction and service-oriented governmentconstruction.
