In order to strengthen the regulation and supervision of official acts, to enhance the ability of self-discipline, and to control the rigorous situation of corruption, Chinese government should lay great emphasis on a long-term system of anti-corruption.As an effective means of anti-corruption, the prosperities declaration system, known as the "Sunshine Act", has already achieved remarkable results all over the world. The system is a kind of economic supervision on public officers, which makes the public officials'and their families'income and properties transparent under the public's oversight, in an attempt to prevent corruption in terms of their sources. The properties declaration system strengthens the supervision on civil service, regulates their clean and efficient implementation, ensures adequately civil rights to participate and to know, which is advantageous to promote anti-corruption achievement, to enhance political justification, to solidify our country and our government, as well as advance the healthy development of market economy and realization of harmonious society. However, at the present time, the properties declaration system in our country, with only two provisions about income and properties declaration, has not been really set up. There still exist a lot of limitation in aspects of content and design along with the effectiveness of actual implementation, which has not exerted its effects sufficiently to prevent corruption. In recent years, echo to build the property declaration system from all circles of society is increasingly strong. The high incidents of corruptions mainly attribute to the loss and imperfection of system. However, anti-corruption system is beneficial to eradicate the root of corruption. Therefore, the property declaration system is an important way of combating corruption. China has basically met the conditions for the implementation of the property declaration, the key of which is to strengthen the public and supervision of financial disclosure. China's current property declaration system is lack of legal and mandatory authority; the content of the system itself is ambiguous because traditional concepts of family, property and other problems make the main concept difficult to define, contents'fidelity hard to be guaranteed; the ability to declare the contents of the examination is weak; declarations to the public and the disposal of the supporting measures for inaccurate reporting are not well accommodated. These details issues lead to difficulty operating them in a certain degree. Due to the lack of understanding, resistance from special interest groups, unfair distribution of benefits and social instability and other factors, China's property declaration system is often a mere formality. At the same time, Implementation of the property declaration system needs to address several key issues. The first is about the concept to define specific rights and obligations of civil servants. It is suggested to appropriate restrictions on their right to privacy, to achieve equality of civil rights and obligations, and make them consciously accept the property declaration. The second is about the objective conditions:the lack of complete property rights system and the modern financial system. Real property registration system, property publication and financial supervision are to create a good external environment for the system. The third factor is about institutional factors:monitoring system constraining the development of the property declaration system. Based on current situation, problems and analysis of the causes, the property declaration system should start from our country's actual conditions, adopt the necessary transitional strategy to ensure the system up as soon as possible. We should deepen political restructuring, optimize the system environment for anti-corruption, gradually improve the design of the system itself, unit supporting measures to strengthen, implement real-name financial system, explore reasonable funds, and try to reduce the resistance of exploration.
