Research On Emergency Management About Burst Public Events Of Qingdao

The research on emergency management about burst pubic events began in the 1950s,based on several hundred years of history on urban management, emergency management has been very mature in developed countries. At present china, the research on emergency management about burst public event has been attaching more and more importance. There are still lack of mature management theories and urban management often lags behind the demands of burst public events. There are also many problems existing in emergency management about burst public events of Qingdao as other domestic cities. This paper is committed to do some exploratory studies on it.In order to give a deep analysis on emergency management about burst public events of Qingdao,this paper uses a field survey, interviews and literature method to get understandings on it and master the status of emergency management in other domestic cities and understand the current situation and future trend of emergency management.Based on this,the paper objectively analyzes emergency management about burst public events of Qingdao. The paper sums up its achievements, at the same time,it totally analyzes the problems and reasons that exist.Aiming at this,the paper uses the advanced experience of emergency management about burst public events in the USA,Japan,Beijing,Guangzhou and Nanning for reference. It also uses the basic theories of emergency management, open and complicated macro-system and new public management to present measures to make it perfect combined with the reoform process and the development trend.This paper holds that the emergency management about burst public events of Qingdao should be improved in the following aspects:improving the organizational system t;strengthening operating mechanism building; establishing sufficient and uniformed emergency management flatform; establishing safeguard system;strengthening rescure trainning knownledge for professional staff and for the public; improving the safeguard of law system; implementing the mechanism of accountability; strenthening the exchange and cooperation among the cities and areas,etc.
