Two is to establish and completes the crisis management organizational structure and the emergency predetermined plan which suits the burst characteristics public event of the countryside area. Three is to strengthen infrastructure construction in the countryside area, and to complete public service system in the countryside area, and to enhance the ability which coped with the burst characteristics public event. Four is to establish the crisis management decision-making support system and effective crisis management communication mechanism. Five is to provide a sufficiency of materials and the financial resources to the public crisis emergency management of the countryside area. Six is to strengthen the public crisis education and the public crisis consciousness. Seven is to establish and perfect the mechanism which society mobilizes, and strengthens the international cooperation in the public crisis management.
