As a flexible management of public security organ for social conciliation, combining with the rigid law enforcement, mediation is the internal demand of social management for the public security organ in the new period. The public security organ digesting the contradiction and promoting social harmony through mediation has been widely accepted. As an important component part of public security administrative mediation, in recent years it is more and more widely used in practice. The public security makes great efforts to resolve administrative disputes and maintain social stability by making full use of mediation mechanism.The administrative reconsideration mediation mechanism on regulations of administrative reconsideration is a significant innovation. Although it plays a very important role in resolving administrative disputes, The administrative reconsideration mediation mechanism can causes a lot of problems in practice such as the legality, mediation procedure, the legal effect of the conciliation agreement not clear since it is a new thing and not perfect . Based on analyzing the existing problems in public administrative reconsideration mediation mechanism, I will put forward the preliminary assumption about the mediation of public administrative reconsideration.Text content by three:The first chapter is the basic problem of pubic security administrative reconsideration mediation. At the same time, this paper also raises the existing problems in practical use.The second chapter is the analysis of problems in public security administrative reconsideration mediation. It consists of three parts, the legality of administrative reconsideration mediation is discussed in the first part, The second part is mainly about the necessity of the unified public security administrative reconsideration conciliation procedures. The third part is the analysis of mediation legal effect from the enforcement and the execution of the conciliation statement.The third chapter is the ways of improving public security administrative reconsideration mediation mechanism. In this part, I will briefly introducing foreign fiction non-legal dispute resolution mechanism in order to gain enlightenment to promote the preliminary assumptions on all aspects.
