Along with economy globalization and information development, performance evaluation mechanism in the official training management sector is the core link to establishing the high-efficiency and probity government. The revolutionary of official performance management rules plays the important position and function in the government efficiency and capability practice. Performance evaluation, flexible salary mechanism and achievement reward mechanism have been the popular innovation measures. The research on official performance evaluation system in training management sector could have the positive revolutionary for promoting economy development of Hei Longjiang, strengthening official performance feed back system of Hei Longjiang, and enhancing government efficiency and government capability.The dissertation investigates the performance evaluation criteria, functions and operation mechanism for Civil Servants, according to the performance evaluation theory both at home and abroad; designs performance management process modes for Civil Servants that match with the functional characteristics, such as training and management departments of the government. Then, the driving factors of training and management system is analyzed; the interactive relationship between them and the organizing objectives is simulated by using system dynamics concept; the functional mechanism of performance evaluation is formed by constructing the latent variable, the relevant variable and dynamics flow diagram with Vensim-based simulation and modeling. After that, the performance evaluation index system for the training and management of Civil Servants, as well as the measurement methods, constructing steps and operating schemes are proposed. In addition, the research framework in evaluating the performance of training and management for Civil Servant are designed based on the analysis on influential factors of performance evaluation; the evaluation models are established with C2R-DEA and C2GS2-DEA methods; correlation analysis of ANP weight level is performed. Finally, aiming at the training and management for official of Heilongjiang Province, the current problems existed are revealed; the corresponding auxiliary management strategies of performance implementation schemes are proposed.The research could promote the establishment for balanced government relationship; accelerate official function performance system high efficiency and steadily development. It is not only the important assurance for government official capability promotion, but also the important reference value and supported method for official quality and level evaluation in the other government functional department.
