The Construction And Application Of Performance Evaluation Index System For Theintelligent Urban Management

With the acceleration of China's urbanization in China,cities have become overloaded.City management becomes increasingly important and complicated.Throughout the long term exploration and practice,more and more city management experience has been accumulated.Along with the continuous improvement in informationization of city management,the mode of city management has also experienced the development process from digital city management to smart city management.With the increasing financial investment in city management,project construction shows some kind of blindness and duplication.Governments start to pay more attention on the performance of smart city management projects,and the performance-evaluation of smart city management projects becomes increasingly important.However,the research on the performance evaluation of smart city management in China is still in its infancy,lacking of a set of relatively scientific and reasonable index system,which leads to the deviation of the evaluation work.Therefore,it's imperative to establish a relatively scientific and reasonable performance evaluation index system for smart city management.Based on the general performance theory of public finance projects,the paper analyzes the theoretical basis of performance evaluation of smart city management.Through elaborating the design of index framework,analyzing the applicability of logical model,introducing the steps of index system construction,clarifying the principles of performance evaluation index construction,the paper settles the foundation of the construction of performance evaluation index system.According to the logic model of performance of output,based on the five links of input,process,output,result and influence,this paper divides the performance evaluation object of smart city management into four levels and designs the performance evaluation index framework of the project.The paper selects and optimizes the index system through reliability and validity analysis,and analysis the contents of the most basic level indicators in depth.AHP and Expert survey weighting methods are used to determine the index weight.The performance evaluation index system of smart city management is constructed.Finally,according to the construction and operation of smart city management project in S city,this paper makes an empirical analysis of the index system,and uses questionnaire survey to obtain Objective subjective evaluation,collects basic data,then makes a statistical analysis of the obtained data.The paper draws the conclusion of project performance evaluation according to the results.By analyzing the performance of each dimension of the project,it points out the problems existing in the construction and management of smart city management in S city.Then suggestions are put forward to enhance the project performance goal and improve the professional quality of the team,amplify the financial management system and standardize the implementation system,expand network management area and increase the proportion of effective reports,perfect the function of the subsystem and define the responsibility of divisions,increase public participation.
