Duty crime which coexists with public power is a kind of social phenomenon. At present, duty crime in our country is grim, presents the features which is population, the amount involved is continuously increasing, the amount of flight officials is big,and criminal means is secretive, intelligent and international. Duty crime becomes a kind of cancers which affects the body of our society to healthily develop. After investigating, three mainly reasons can be found out:the drawbacks of our country's public power, the system vacancy in the process of economic system transition and some state functionaries'values twisted. Therefore, in order to crack down and prevent duty crime effectively, it is necessary to complete relevant system pertinently of perfecting and standardizing the public power operation system, establishing strict power supervision system, perfecting the state personnel management system, strengthening the state functionaries of ideological and moral education, and so on.These countermeasures consist in a comprehensive prevention system.
