The Reconstructing The Public Liability Systems Of The Government Of Our Country Under The Governance Of The Risk Society Background

With the acceleration of the globalization and Chinese society's transition, China has come into the period of "high risk society" and public security has been challenged seriously. This paper firstly makes the definition and illumination of the basic concepts of risk society theory, government's public responsibility, and "be irresponsible in an organized way". Natural scourge risk, society risk, economic risk, political risk and international risk has turned up in transition. The main part of risk control is government which takes the public responsibility of controlling risk and play a irreplaceable role in the risk control. By the case of "Sanlu baby milk scandal", a main food security event happening in 2008, the paper will analyze the public responsibility mechanism that government takes in handling risk crisis in detail. From the reanalysis of the scandal, we find that government has existed anomie in risk controlling. From the solution of the food security, we find the reason of government public responsibility anomie and make analysis. Therefore, at the end of this paper, it discusses the main thought of constructing government public responsibility mechanism in risk control in six aspects. These detailed main thoughts will link closely to the present government's system revolution, reality and situation of Chinese society and set up a complete government public responsibility mechanism to response the risk and control of present Chinese society.
