A Study On Social Assistance From Cultural Vision

Social Assistance, as an indispensable part to Social Security, is the basic line of it. Social Assistance would not exist if there was no its'cultural foundations. Social Assistance is mainly carried out by government organizations and non-government organizations. In the history of Social Assistance, the non-government organizations appeared ealier than the government organizations. Because the cultural foundations of Social Assistance firstly were favors and charity from religion. With the development of history, the cultural foundations of Social Assistance are also developing and enriching.The thesis from the culture perspective, with society history, systems analysis, comparative analysis methods, first of all, analyzed the main bodies and contents of Social Assistance; secondly, analyzed the cultural foundations of Social Assistance and probed into the surpportive fuction of the cultural foundations; finally, come to the conclusion:"common cultural understanding"was the core of cultural foundations, and offered advice to China's Social Assistance development.The research of the thesis, proposed the common cultural understandings in Social Assistance,that were respecting human nature and the pursuing of the right to existence and human rights. The Understandings played an important part in the source and development of Social Assistance and will play a more important part in the future development of Social Assistance; and provided important theoretical reference and draw to China's Social Assistance development.
