So far, the international community have carried out abundant practice in this area. But for a long time, its effect is not very satisfactory. The reasons are manifold, includes the different policy objectives of donors; imperfect political and economic system of recipient countries; the lack of effective monitoring and evaluation mechanism; high cost of assistance and cooperation; unreasonable allocation of resources of assistance and cooperation.Both the Paris Declaration on Aid Effectiveness (2005) and the Accra Agenda for Action (2008) proposed requirements to enhance assistance effectiveness. In order to overcome difficulties of international assistance and cooperation faced, and to improve the effectiveness of assistance and cooperation, the international community need adhere to "human rights-based approach" as the core, and insist on "human rights-based approach" to guide the policy objectives and actions, and focus on the rational allocation of the resources of assistance and cooperation, and adopt the best mode of operation and management that suitable for local conditions of recipient countries, and strengthen the monitoring and evaluation of assistance and cooperation.In the past 60 years, P.R.C have practiced much in foreign assistance and cooperation, and made significant achievements, but there were still some shortages.
