The political participation of internet has provided an essential opportunity for governments'function transformation and political system reform. On the other hand, it also saves the management cost of the government; a solid foundation has been laid of realizing the decision made by the government scientifically, democratized, and systematically; therefore, carrying a research on localized political management problem under the condition of the political participation of internet is to guarantee the basic right of citizens and enhance the management ability of local governments significantly.The thesis is based on the theory of political participation of internet and local governments'management; comparatively analyzed the methods and ways of online political participation and local governments'management between China and overseas countries, and the current situation of local governments'management has been described from a realistic angle as well as the status of the construction of local governments'internet political participation; the existing problems have been pointed out and analyzed, and appropriate solution has been proposed based on that.The thesis has built up a new mode of local governments'management under the online political participation with the local construction of democracy, governments'service, involvement of citizens, and quality of staff members and utilize internet to lead the participations of citizens to consolidate the function of local governments as well as changing the administrative concept of local governments, innovating governments'administrative system to urge the development of local governments'networking. First of all, an effective system needs to be built up; promote the publicity of governments'information; perfect the ways of participation of citizens; improve the enthusiasm of citizens'political involvements. Moreover, the openness and equality have provided a platform of communication and interaction between the government and citizens; online political participation has pushed direct conversations between the two sides and dramatically reduced the intermediate management; therefore, the administrative procedures and sequence have been simplified, and it effectively improved the productivity of administration and reduced the cost of it. In addition, through the built up of online participation system, social observation needs to be consolidated as well as establishing laws and rules to guarantee the right and freedom of citizens'online political participation. Besides, local governments'internet facilities construction needs to be improved; perfect the system of internet administration; push up the official websites'evaluation; enhance the effectiveness of decision making of local governments; motivate the citizens'participation. In the meanwhile, the concept needs to be updated in time; improve citizens'quality; consolidate the awareness of online political participation; spread internet knowledge to every corner; provide internet skills training to government officials. As last, the swift development of online political participations has made the government to rearrange the management structure; change the way it was in order to serve the public properly by using information-based networking and online participation to lead us to a new management era.
