The Green Governance Of Our Country’s Local Governments

Since the reform and opening-up policy in1970s, China’s socialist economic construction has made tremendous development. But at the same time, the natural ecological environment problems emerge in endlessly in our country, which leads to a series of large-scale ecological group events. These kind of ecological group events are getting worse, and in addition to the great social destructive power, concentrated outbreak of Shifang and Qidong events in2012. This thesis is based on Shifang and Qidong events as the breakthrough point, to get a comprehensive analysis of the characteristics and causes of ecological group events and the difficulties faced by the local governments. After that, point out a feasible way with Chinese characteristics, which called green politics. Then, at a deeper level, we can analysis the feasibility of green politics with Chinese characteristics and find out a specific implementation path for local governments.This thesis is divided into four parts.Part I:Introduction. In this section there are four contents. First, point out that the origin of green politics with Chinese characteristics and puts forward the research problem. Second, indicate the theoretical and practical significance of the research. Third, review on the domestic and foreign researches, and point out the direction, focus and shortcomings of the current study. Fourthly, summarize the innovations, research ideas and research methods of this thesis.Part Ⅱ:In this section, the thesis analysis the ecological group events in current China and the difficulties faced by the local governments. As a breakthrough point, this part describes the large-scale ecological mass violence events occurred in Shifang, Sichuan Province and Jiangsu Province, Qidong in2012July, to get a comprehensive analysis of the characteristics and causes of ecological group events in current China. At the same time, in combination with all sorts of trouble that the local governments face in response and disposal of such events in China faces, to point out that the only way to solve the current difficulties is developing green politics with Chinese characteristics.Part III:To discuss the feasibility of Local Government green political development with Chinese characteristics. From the concept of China’s traditional culture, the local maintenance of stability ideas, ecological civilization construction and grass-roots democracy-building point of view, fully shows that the current development of China’s local government green politics with Chinese characteristics, not only very necessary and very feasible.Part Ⅳ:Analyze the development path of China’s local government green political with Chinese characteristics. Point out that presently China’s local governments has to adhere to implement the scientific concept ofdevelopment as the guiding ideology, to comprehensively promote economic restructuring as the main way, to improve green administrative system as system security, to improve the performance appraisal system as an external drive.
