This essay introduces the goal model of jurisdiction for the basic court is dual configuration, at the same time; the essay defines the basic concept of dual configuration, namely, ordinary courts and summary courts share jurisdiction. Ordinary courts will be judged by the elite, and organized referee-type litigation; while the summary courts will be judged by general judges, and organized mediation-type litigation. Moreover, the essay discusses the advantages of dual configuration of jurisdiction for judges, judicial audience and the cases of basic courts. These advantages can be summaries into three points; firstly, dual configuration of jurisdiction will solve the problems in presiding judge selection system, secondly, it will help judicial committee have a big improvement, finally, it will push retrial system to be more perfect. Furthermore, in the same part, the essay shows the value of the goal model. In the third section, the essay offers the evident for legitimacy and feasibility of dual configuration from these four factors: the short history of Chinese jurisdiction, the situation and results of Chinese modern jurisdiction, the difference with other countries of jurisdiction, and some non-professional cases.
