As far as the local government in the autonomous region is concerned,"government executive power"refers to the practical operational capability to fully implement the Party's line and policies and the Central Government's strategic intention, and to successfully and firmly achieve many strategic national, social and economic objectives. To establish"the local government's executive power in the autonomous region"will have direct and profound influence on the great-leap-forward economic and social development in the autonomous region. On the basis of"Executive power"theory and integrated with the special state of affairs and real development situations in Tibet Autonomous Region, this thesis is devoted to the analysis of present Tibet Autonomous Region government's executive power, causes for problems it is facing and blocking factors which result in ineffective policies from the perspective of China's system of regional ethnic autonomy and the Sustainable Development Theory, and also proposes constructive measurements to enhance the executive power of the Tibet Autonomous Region Government. It is of great historical significance and practical value for the Tibet Government to practice Deng Xiaoping Theory and the important thought of"three represents", to fully implement the scientific concept of development, to adhere to and develop the system of regional ethnic autonomy, to promote and improve the administrative accountability system, to further enhance the political awareness, overall situation awareness, sense of responsibility and the awareness of the unexpected and urgent, to fully promote the work of maintaining stability, to build a well-off Tibet, a safe Tibet, and a harmonious Tibet, to construct a socialistic new Tibet and a harmonious society, and to achieve long-term peace and stability in Tibet and a good, fast and sustainable social and economic development in Tibet.
