The Study On Negative Executive Environmental Factors Affecting Autonomous Government Executive Ability

Administrative activities are all exist in certain administrative environment, which affecting by administrative environment factors. China's policy implementation activities of the regional autonomous government is also affecting by them. The administrative environment of China's autonomous region government can provide a living space, the development of material conditions and social basis for policy implementation capacity, which have a huge impacting on policy implementation capacity. However, there are varied executive environmental factors affecting the ability of the implementation of government policies.In this thesis, the theoretical background is Administrative Ecology, system theory and entrusted agency theory. By ambient property we can divide the administrative environment of China's regional government into the impact of natural geographical environment, government cultural environment, economic development environment and intergovernmental relations environment. The features of administrative environment of autonomous region government are natural conditions of inferiority with resources advantages coexist, disadvantages and advantages of community environment coexistence, undeveloped economy abide with location advantage, and the complex intergovernmental relations with complex ethnic groups coexist.Administrative environment of autonomous government is the basic condition of the development and generation of autonomous government executive ability. It can decide, affect and constrain the executive ability of autonomous government. The executive ability of autonomous government adapt it and actively use or reform it at the same time. The restraints of autonomous government are poor physical geography condition, degradation government's cultural, backward of economic development and complexity of international relations, etc.Finally, my thesis has proposed some subjects on how to improve the execution environment of the autonomous regional government, by the way of analyzing thoroughly the constrain factors which affect the executive ability of autonomous government. For example, we should foster the scientific and cultural implement power of China's regional government, strength the infrastructure construction of China's autonomous region, accelerate the development of autonomous economic, straighten out the autonomous regional government and intergovernmental relations, etc.
