| How to deal with the relations between central and local governments is an important problem facing our country, and the adjustment on the relationship between the central and autonomous regions is a rather special case. Correctly handling the relationship between the central and autonomous regions directly related to national stability and political unity, national unity and economic development. The most critical of the adjustment on the relationship between central and autonomous regions is how to distribute the power to governments at all levels. What are the problems within the system of the distribution of the executive power and financial power, and how to adjust the power distribution of the central and autonomous regions is the main concern of this paper.This article is divided into three parts. The first part is from the perspective of the general theory to analysis the relationship between the central and autonomous regions. It mainly examines foreign experience in the governance of autonomous regions and the administrative difference between autonomous regions and the general in the distribution of power. Focused on the division of legislative power, it analysis the status of the power distribution between central and autonomous regions. The second part, from the core of the division of powers, namely the allocation of financial power, more specific analysis the status of the financial power distribution in the central and autonomous regions. It detailed elaborates the financial power arrangement in central and autonomous regions from three aspects of the division of revenue power, transfer payments and natural resource development. The third part focuses on the problems and solutions on the power distribution in the central and autonomous regions. Through analyzing the problems of the arrangement of the administrative and financial power in the general administrative structure, it discuses the special problems of the power allocation in central and autonomous regions. And then I propose the recommendation of reforming the power distribution in central and autonomous regions, suggesting improving the power division system from two aspects of legislation and support measures. |
