After the Cold War, the trend of international configuration'development was " one superpower and several major powers ". In this context, the crisis in Korean Peninsula as a legacy of the Cold War is continuous. Compared to the South Korea, due to the external blockade and its own institutional reasons, North Korea can not integrate into the international community, as the special country which has been"suffering march". China, the United States, Russia, Japan, as four powers which can influence the international configuration, are involved in the Korean Peninsula affairs, their policies toward the North Korea are also deeply impact on the regional situation in Northeast Asia. Four powers'policy goals toward North Korea in the fields of political, economic, and security are not the same, the policy resources and preferences of policy instruments are also significant different. The policy objectives and policy instruments are so different that it is difficult to coordinate. So, even in the common goal of nuclear issues, the priorities and means of four states'policies are very different, which result in the limited cooperation around limited goals. In the Korea Peninsula affairs represented by nuclear issues, because the four powers'policy objectives are serious out of step with the North Korea, especially the United States and North Korea stick to the power politics, the lack of strategic trust between the four powers has exacerbated the vulnerability of limited cooperation. These make the four powers'policies toward North Korea are often caught in the plight of Stag Hunt Game, or even North Korea's policy mobilize the four powers'policies'change. China, as the stakeholder of Korean Peninsula affairs, should be committed to maintain traditional rights and interests and avoid potential risks, policy toward North Korea should also adjust and enhance the effectiveness and reliability of diplomatic, try to promote China-North Korea relations in transition to normal relations and optimize and expand the national interest through preventive diplomacy.
