The prosecutors is Staff in exercising prosecutorial power, it is a special group in all kinds of career. Establishing a sound evaluation mechanism for prosecutors' duty performance and carrying out a comprehensive appraisal regularly is the important systems and measurements to strengthen building and improving of prosecutors team.In Prosecutor Law, the article 51 stipulates that the People's Procuratorate establish the Prosecutor commission for examination, the prosecutor's duty is to guide the evaluation committee of the Prosecutor of the training, evaluation, appraisal work. However, on the current levels, the local inspection authorities, has not established a coherent and effective evaluation models and indicators of special prosecutor system.Over years, prosecutors from the civil service management to the specific sequence of one of the civil service, has been in use in the general civil service examination system.Prosecutor is a special group of law enforcement, as a result of that, it is not only a good command of legal knowledge and have strong operational capacity of prosecutors, but also need to have good political quality and professional ethics, and awareness accordance with the law, honesty and self-consciousness, just law enforcement consciously accept the supervision of the people's consciousness, so using a general evaluation of the civil service examination of the Prosecutor also gradually becoming apparent drawbacks of the model is not conducive to the cultivation of the Prosecutor and the use of force.How to close the special nature of the work for the prosecution, prosecutors perform their duties for more scientific and reasonable evaluation of the benefit of improving the overall quality team Prosecutor, prosecutors enhanced sense of social responsibility and mission, faithful to the Constitution, serve the people, honest and clean and fair law enforcement, according to investigators, is an important research topic.The first part of this thesis, the introduction of the background, significance, study and related concepts are defined based on research by collecting and collating relevant information on the evaluation of the performance of their duties related to the Prosecutor theory, summed up the evaluation of domestic and international prosecutors working on specific practices and experiences.The second part is based on the extensive collection of information, to analysis of the Prosecutor's evaluation of the inadequacies of performance of their duties, including the evaluation of the content is not specific enough, operability is poor; evaluation index is not comprehensive, is not scientific;evaluation method is single, is not enough flexible;lack the necessary communication and feedback mechanisms;effective use of evaluation results have not been problems, and from the traditional cultural values, evaluation, supporting security system, improve performance of their duties the necessary evaluation of technical conditions, and other problems exist. The third part of the thesis, it further clarified and elaborated the basic principles of evaluation of performance of their duties, built a system model of evaluation performance of their duties, and from the perspective of performance management appraisal of the proposed institutional arrangements prosecutors perform their duties.This paper argues that evaluation of prosecutor's duty performance is different from evaluation of civil servants, during the establishment of a sound evaluation system of prosecutors'duty performance, prosecutors must perform their duties properly grasp the basic principles of evaluation, including the fit with the characteristics of the principle of prosecutorial power, index difference between the consistency and the principle of combining the qualitative assessment and quantitative assessment of the combination of openness and interaction principles and the principle of combining. At the same time, through "hierarchical classification evaluation", "detailed job objective", "results-oriented application" and "evaluation of information to enhance the level of performance of their duties" and other measurements to promote the operating mechanism of prosecutors prosecutor's duty performance in a scientific evaluation, and also highlighted the idea of "establishment of prosecutors law enforcement file",in order to raise peer discussion.
