Oceans are earth's environment and climate change, regulator, with its abundant resources, vast space as the world's life support system, an important integral part of sustainable development in countries around the world, a valuable asset and strategic space. With the continuous economic and social development, human awareness of the value of the marine gradual deepening of the ocean development is also becoming increasingly diverse use patterns develop in the direction of the protection of the marine growing sense strengthening, Maritime rights and interests are also growing in importance. Therefore, countries in the world today are also more attention to the strategic status of marine and great value. Marine law enforcement practice is the maritime sovereignty, promote economic development, protect the state of the marine environment, an important means of protecting national security. Construction of the maritime law enforcement forces of foreign study more, but many are discussed in the context of capitalism, and not suitable for China's national conditions, so our country can not copy, only in maritime law enforcement practices in China based on the specific circumstances in our country reference. Chinese scholars studying marine law enforcement is limited to Ocean University of China, China University of Political Science, Xiamen University and other universities and the State Oceanic Administration, Chinese Academy of Social Sciences Law Institute and other research institutions, these scholars a more comprehensive analysis of the problems of China's maritime law enforcement, but most of the recommendations is a matter of principle, can be of operation. In recent years, China's neighboring countries in order to gain more maritime rights and interests are enhanced maritime legislation and maritime law enforcement building. Japan and South Korea is China's neighboring countries, strong state marine law enforcement forces, and their maritime law enforcement agencies are the Japan Coast Guard and Coast Guard. Philippines and Vietnam in recent years has strengthened the power of maritime legislation and maritime law enforcement building, comparatively speaking, our imperfect legal basis for maritime law enforcement, law enforcement more decentralized management, marine law enforcement forces are relatively backward, so facing our country, rights situation in the ocean will be more severe and complicated. How to power our existing maritime law enforcement based on the comparison and summary by Japan, Korea, Vietnam, the Philippines four national marine law enforcement experience, favorable to our marine law enforcement countermeasures and suggestions, this is needed to study this important issue.In the style structure, this paper consists of seven parts. The first chapter briefly introduces the purpose of this paper and significance; second chapter to fifth chapter were introduced in Japan, Korea, Vietnam, Philippines, the four countries, the management system of marine law enforcement, legislation and law enforcement agencies, sixth chapter four countries of China and the surrounding system of marine law enforcement, legislative, institutional comparison and summary; chapter seven of the first shows the problems of China's maritime law enforcement, then draw on our experience of neighboring countries was the need for marine law enforcement and possible analysis, finally focusing on the status of China's maritime law enforcement system, proposal of building a system of China's maritime law enforcement countermeasures and suggestions.This not only strengthen our maritime law enforcement practice is important, but also to preserve our maritime rights and interests and to handle relations with neighboring countries is important.
