Research On Defects And Countermeasures Of Government Information Service System In China

The world has entered the information age, information has become indispensable to the survival and development of an important part. Who holds the information, who in the collection, handling, processing and use information better skill will come to a place in the information society. Looking around the world, providing quality and efficient public information service functions of government services has become an important part.Organization, collection, processing and accountability systems make up of the public information service system of the Chinese government's main institutional arrangements. The organization system is the organizational structure which is made up of the central organ of information, information networks and connectivity of various information institutions. The collection system includes the NPC masses system, hearing system, the petition system and the government survey system. The information processing system mainly includes China's decision-making information processing mechanisms and their statistical analysis system of the government. Political accountability system refers to the one that is difficult to be accurately defined by the law and the one that is hard to be enforced in practice. Legal accountability system refers to the accountability arrangements defined by the law.Since the establishment of new China, the party and government attach great importance to the government's public information service system building, and has made unremitting efforts and achieved remarkable results. The Chinese government information public service system still has some problems. The organizational structure problems include the problems in the government agency professional information, policy research institutes and some official news media. The collection system problems refer to those of the masses deputies not playing its due role in the system, hearing system imperfect, the petition system deficient, the government survey system still having problems and so on. The main problems of the processing system mainly contain statistical information processing model problems and the imperfection of the statistical analysis system by which government uses foreign investment. The accountability system problems exist in the aspects including the responsibilities not being clearly defined, inadequate accountability and so on. In response to these problems, the countermeasures are proposed in this article, Strengthen the Government's public information service institutions; Improve the government's public information collection system; Processing system for government public information and accountability to strengthen the government's public information system.
