The Question And Study Of Countermeasure In Practice Of Our Country Government Public Information

Information disclosure of our country's government have made remarkable progress and definite success regardless of in nationwide and in the part of government's exploration practice, ensure realization of the people's right to know and promote the development of democratization. Alone with the"People's Republic of China Government Information Disclosure Bill"carrying out, government information disclosure becomes the hot issue of the entire social rapidly. This article describes the development about information disclosure of our country's government: infancy stage and development stage, suspects the constructive results that reflected by four examples. These examples are practices about city of Shanghai, Wenchuan in Sichuan Province, Tianjin Municipality, Shandong Province. But from the impression of implementation, there are many problems about Government Information Disclosure in our country. The problems mainly are: there is misapprehend between understanding about the Government Information Disclosure and security boundary; management system is lag; management technique is lag.The important study made in the paper is on the means and path of government information disclosure from the perspectives of interdisciplinary theories of economics, political science, management and etc. The article analysis the cause of the problems and make some proposal. It is necessary to change the concept; improving legal system of government information disclosure in our country; Making management and supervision mechanism perfect; developing e-government and opening up channels for government information disclosure.The proposal made in the paper can not only shed light to the theories relevant to government information disclosure, but also is helpful for the practice of constructing harmonious society, protecting the rights of the citizens.
