Under the general concept of reforming government management system, We should start from several aspects, including establishing and perfecting management regulations, improving soft environment of administration, reforming government management system, innovating management tools, improving administration efficiency, transferring government functions, and trying hard to create a equal market environment, and then reconstruct government management system, and solve these problems accordingly, thus, we could further expand the development space of private economy, and realize the great target of steady and healthy development of the national economy, and the construction of harmonious society.This paper has taken for example the development of Qingdao private economy, and discussed the promotive effects of government management system reform on the development of private economy.
