The Local Government Management Mode Reform

With the development and improvement of our society, transforming the government's functions, stimulating the transformation of the mode of the government's administration, and improving the quality of public service, are the basic targets. As one of the most important duties, public service has been more and more popular. Improving the level and quality are one of the values of government structure reform. From the objective situation, in the former, our governments, both the central and the local, are paying much more attentions on the development of economy, and so are ignoring the values of management of society and public services. And then after the SARS happened, the public service become popular and is pay more attention, so the focus on the value of management of society and public services are becoming the new important ones of the next government reform. Then, we should realize that, government reformation connects the reforms of the economic system, social system and politic system so the transformation of constructing-economy to serving-public is the center and point of the next reformation.Serving-public government is the modern government, which aims to support public needs, supplying the superior public products and services; is the reasonability government, which is under the frame of all social democratic order, according to the wish of people, and under the guide of people first.In this thesis, with the explanation of basically theory, and point out the problems in the reform of Nanchang city, then analyze the reasons, compared with the modern public services practice in some foreign countries, at last the author expound the basic path of how to construct our serving-public government.
