The chairman Mao Zedong once put forward, rear service is a kind of science. It is of great significance to modern troop and well-organized rear service. Due to the characteristics of service target, nowadays enterprises serving army provisions only undertake China's policy services. The main channels of funds can be divided into two parts:one is the policy funds allocated by the government finance; another is allowance income from price difference owing to supplying the army with grain and oil.With the development and changes of actual conditions in recent years in China, the task of enterprises serving army provisions should not only be limited to fulfilling the duty of serving army provisions, but also realize the enterprises' existence and development by themselves. So these enterprises will be required to recognize the situation as early as possible; find out the thread accurately; break up the old ideas; analyze the market carefully; be engaged in the market competition actively; realize the marketing operation and the long-term sustainable development of the enterprises. The kind of reform of marketing operation not only should be related to their long-term existing development, but also to a great many problems, such as the socialized reform, finance increase, they all embodying the necessity of the reform.China has entered into the WTO and the civil market will be open to the outside further. Effective integration and rational configuration of resources at home and abroad will necessarily promote lasting, healthy and rapid development of China's economy. This kind of opportunity occurs only once in a thousand years to these enterprises. Taking advantage of the chance of being in charge of serving army provisions in the Grain Bureau, I made a systematic analysis on the necessity and feasibility of enterprises'joining in market competition, and put forward solutions and suggestions combining related theories of strategic management, human resources management with administration principle. This thesis came to the conclusion that grain enterprises for the army have advantages over other common grain enterprises in China through specific operational research in combination with "competition advantage theory". Furthermore, this thesis also presented that enterprises supplying army provisions should break up the history of relying on policy, take the initiative to join in market competition and fulfill the sustainable development of enterprises. In my thesis, I made an analysis of key factors in the process of marketing operation of Zibo city army provisions enterprises conglomerating with one case creatively. During the process of my analysis, I valued again the strategic choice of marketing operation adopted by the current grain enterprises and then put forward a relatively new strategy by combining specific enterprise operation with theory.
