The administrative planning of natural resources, as an important part of one nation's economic planning, based on the characteristics of one nation or region's natural resources and requirements of economical development, is the overall arrangement of exploration, utilization, protection, restoration and management for various types of natural resources within a certain territorial jurisdiction. The purpose is to solve from the whole the contradiction between the exploration and ecological protection, and between current interests and long-term sustainable development, also to solve the issue of resource allocation, so as to explore and utilize the natural resources with reasonably geographical layouts and forms, consequently promote the sustainable development of economy and society. There are limited natural resources, especially non-renewable resources within a certain period and a certain region which will have the problem of resource depletion and shortage. With the growth of population and the spread of natural resources utilized by human beings, the shortage of natural resources is increasingly acute. Therefore, how to properly explore natural resources will have important, far-reaching and historical significance. And the basic, dynamic motivation will be provided for the society to guarantee the sustainable exploration of the natural resources by means of law.Maybe it will be a good breakthrough point to solve the issue of resources dilemma facing our country. The paper aims at one of the basic systems, administrative planning system of natural resources. Starting with the research of the basic theories concerning administrative planning, based on the introducation of administrative planning system of our country's current natural resources, the paper tentatively explores and analyzes natural resource-related systems abroad. The paper tries to give some suggestions on how to amend and improve the administrative planning system related to our country's natural resources.consequently to make a faw contributions to the energy dilemma facing our cuntry.
