The human resources demand forecast is the basic work of human resources planning. No matter it is operating in private or public sector, it is the foundation and basic work of the personnel hires, the assignment, the promotion, the exchange, the wages, training, resigns, the retirement. It has been proved that the human resources demand forecast can early discover the insufficiency in human resources and propose the advice in time; keep the interior human resources structure dynamical equilibrium.In 21st century, with the development of our country's economic society, especially after the entry of WTO, the government has to face the new challenge to promote its function and to behave more efficiently. Whether our government can reform its function smoothly, take a role as a knowledgeable government, technological government and formulated government, the key point is its human resources structure, that is, whether the government has sufficient human resources is very important.In this essay I have used qualitative and quantitative analysis to conduct the research. On the foundation of qualitative analysis, I obtained the department human resources forecast model which can provide the advisory opinion to keep the balance between supply and demand. Because the concept of public sector has not been decided yet, in this essay, we don't need to make any further discussion but take its extensive definition as the administrative organ of the government.In preparation work, we have already collected enough data and made graphs according to these materials. That's just the foundation for the research.
