The Pre-qin was the period that Chinese traditional political thoughts have formed. It not only emerged kinds of political doctrines such as Confucian, Taoist, Legalist, Mohist, Yin-yang ,Military strategists and so on, even established the basic frame that future scholars who engage in academic research couldn't really get rid of its influence even though they have innovations. Among these political doctrines, the Confucian thought of Confucius and Mencius had deeply effect on future. Although Confucian thought had been forsaken once because it couldn't cater to the needs of rulers, its legitimate status had been established since the Han Dynasty. It had been regarded as a peace and prosperity classical rule. The ruler managed state depend on people-based thought as primary means, such as "govern by morality" of Confucius, "people are important while emperor is light" of Mencius,"emperor likes boat while people like water"of Xunzi.With the time passed, historical conditions and social environment changed, the pre-qin Confucian people-based thought couldn't adapt to the need of modern governing state, but we would analyzed it dialectically rather than abandoned it completely. We should inherit and innovate from its reasonable side to make sure that it would accept modern baptism. Generally speaking, people-based thought undergone the negation of negation dialectical developing progress. The pre-qin Confucian people-based thought was the initial phase. Although the theory was unavoidably rough, it still had certain essential ingredients which were true meaning of people-based thought. The feudal people-based thought was the distorted development phase, the monarch performed to transform wantonly in order to maintain his imperial power. Therefor, the monarch absorbed kinds of doctrines which accord with feudal ethics and monarchy into people-based thought system so as to make the true meaning of pre-qin confucian people-based thought disappear gradually.The result was fake ingredients appear while truth ingredients hiden.Modern people-based thought was the rethinking innovatory phase. In this phase, it not only animadverted the dregs of feudal people-based thought, purged the remnant of baneful influence, highlighted the essential ingredients of pre-qin Confucian people-based thought, eliminated fake factors, preserved true factors, but also assimilated modern managing principles, such as democracy, liberty, equality, legal manage and so on, innovated people-based concept, brought forward people-oriented thought, implemented the modern rational transformation of pre-qin Confucian people-based thought. It not only conformed to the developing trend of democratic politics, maintained national characteristics, but also accorded to the modern governing concept and the demand of constructing harmonious society. Inspect the modern transformable pattern of pre-qin Confucian people-based thought, roughly divided into three kinds, including" Chinese-substance western-use", "western-body Chinese-use"," communicate Chinese and western with each other". Although the controversy between body and use was reasonable, it still had some deficiency and unavoidably cultural centralism color. As long as we promote the communication between Chinese culture and western culture fully, learn from others' strong points to offset one's weakness, according to the changes of specific national situation, the extent of economic development, the deposition of historical culture, the mental bearing capability of people, we should innovate national culture in practice in order to implement the modernization of traditional political culture successfully. Analyzed from this angle of political behavior subject, we could be from citizen, social organization, government three aspects for the modern rational transformable approach of pre-qin Confucian people-based thought. The "people" signification went though status conversion which was from subjects to citizens to civics. Peoples' main body consciousness started to awaken. They carried on the political participation on their own initiative so as to maintain their own political rights and consolidate their basic position. The social organizations which were non-governmental organizations such as special interest groups, various communities, and other folk organizations had developed rapidly. They played intermediary role that transferred public feelings upwards and propagandized government orders downwards. They were communication bridges between citizens and government. The modern government fundamentally changed the governing ideas, transformed the governing ways, located itself as "serving person" role, implemented rule by virtue and rule by law into practice simultaneously, carried out scientific management, built democratic, free social political atmosphere. As long as we realize benign interactions between citizens participate governmental affairs, social organizations supervise governmental administration and government serve pubic mass, we could create a harmonious social situation together.
