The democracy and the people-based,which are source of the east and west political,during the pre-Qin period and the ancient Greece,what is almost two parallel period.Although there is little difference between them,but the influence of them is a profoundly different in content and influence.This article is written by develop order,comparing from production to content then to influence.This article think that the pre-Qin democracy and the ancient Greece democracy is come from different economic,political and cultural background,but there is something in common,that is the thinking of the ideology of attaching great importance to the masses of the people,but there is great difference in attention,researching contents,and implement method.The pre-Qin democracy focus on how to solidify the ruling,the researching content concentrate on how to dispose the emperor-people relations and the way to administer a country,and they choose the moral remonstration which is much more gentle to achieve the pursue,while the main pursue of the ancient Greece democracy is to promote the prosperity of the city-state,so the main content is to find a perfect regime,and carry out their pursue by means of reform and law.Both of them have some advanced and positive influence to their society,but there is some criticism because of there are defects on them.We have to admit that it is inferior in the sense and the spirit of legality in the pre-Qin democracy,which is the original of our modern political thought,and it needs us to essence to its dregs,and carry forward the reasonable part of the people-oriented in the new historical background,which has some enlightenment to the development of modern democratic politics in our country.
