This paper mainly focus on the subject of U.S. applying Anti-subsidy Law to China and how China deals with the anti-subsidy measures under the framework of WTO. This paper systematically describes the sources of law, the basic theory and the important legal issues of WTO Subsidies and Anti-subsidy rules, attempts to conduct a comparative study on the U.S. Domestic Anti-subsidy Law, and Introduces and analyzes in detail the first anti-subsidy case implemented by the United States against China-"Coated-paper anti-subsidy case". The writer takes the U.S. applying anti-subsidy law to China as a research direction, tries through the relevant theoretical research and empirical analysis to enhance the understanding of the legal system of the WTO Subsidies and Anti-subsidy, summarizes the underlying reasons why the U.S. takes anti-subsidy measures against China, in order to initiate and put forward countermeasures for China when confronting anti-subsidy measures.This article is divided into three chapters:the introduction, the body, and the conclusion.The first chapter explores the theoretical aspect of the U.S. applying the anti-subsidy law to China, and established the theoretical basis through selective analysis of relevant legal provisions of the WTO Anti-subsidy Rules on multilateral-rule aspect and the U.S. Anti-subsidy Law on unilateral-rule aspect.Chapterâ…¡, from the unilateral-rule aspect, deeply illustrates the specific cases in which U.S. applied Anti-subsidy Law to china and analyzes underlying reasons why the U.S. takes anti-subsidy measures against China.Chapterâ…¢discusses the subsidy issues in China and polices to be taken under the current international anti-subsidy situation, and put forward the proposal for China on how to formulates legislative and judicial countermeasures in the face of subsidiary actions by other countries.
