Under The Framework Of The Wto, China's Subsidies Countermeasure Research

In order to confront fiercer and fiercer competition, Governments more and more use subsidy policies which promote export, increase economy growth in microscopic aspect, upgrade the economic structure and improve competence in international market in macroscopic aspect. At present the subsides are one of issues of controversy in international economy, the developed countries and the developing countries have different viewpoints. WTO has three agreements relating to subsidies: Agreement on Subsidies and Countervailing Measures, Agreement on agriculture, General Agreement on Trade in Services and Annexes. In those agreements, WTO has categorized the subsidies: prohibited subsidy, non-actionable subsidy and action subsidy. As China has accessed to WTO, China has to obey the rules. Now China adopts many subsidies rules and ways, which are not in accordance with the WTO's rules. During the special period of the protection, China should use more non-prohibition subsidies to develop economy, and cancel prohibition subsidies step by step. In this new situation, as a means to protect domestic industry, the countervailing should be paid attention to. There are still many differences between the Chinese Countervailing legislation and Agreement on Subsidies and Countervailing Measures, we should take proper countermeasures on countervailing.
