Thinking And Research Of Comprehensive Management Of Administrative Law Enforcement In County Towns

The relative concentration of urban management administrative punishment system is a significant reform of China's current administrative management system. It gives the authority to an main body of administrative law enforcement by centralizing the administrative punishment right of several administrative agencies in urban management. This system is established to solve the problems in urban management, such as duplicate law enforcement, overlapping responsibilities, duplicate penalty, law enforcement nuisance, expansion of administrative agencies, administrative inefficiency and so on. It plays a positive role since it was implemented more than ten years ago, which is a good solution to problems such as duplicate law enforcement, duplicate penalty, law enforcement nuisance. However, under the limitation of institutional organization, most county towns are unable to set up permanet establishements of comprehensive administrative law enforcement. It is difficult to promote relative concentration of administrative punishment system. This thesis aims to find a way which is both legitimate and fit the situation of the county towns, and also can realize strong, scientific, harmony law enforcement without increasing staff.This thesis takes the the Jiangxi Hengfeng creative comprehensive management of administrative law enforcement mode as the object of study. It analyzes the problems and their cause exist in its urban management of administrative law enforcement by surveying, literature study, case study and other ways of study. It shows the common problems in the management of administrative law enforcement in county towns of our country, and provides some solutions.Although there are some shortcomings in the innovative approaches of explorating the way to deepen the reform of management system of administrative law enforcement in Hengfeng, it achieves tangible results in integrating resources of administrative law enforcement and the efficiency is improved. Therefore, setting up integrated management of institutions, which can manage the related administrative law enforcement bodys generally, is an effective way to solve the common problems in administrative law enforcement in county towns.
