Studies On System Of City Synthesis Administrative Law Enforcement In China

Studies on system of city synthesis administrative law enforcement in China begins at the set up of the system of relatively centralized power of administrative punishment., which is for the sake of solving the horizontal conflict of administrative power and the vertical problem of administrative efficiency in the field of the administrative enforcement legal system. The work has made some due achievements, but it still has a lot of problems in practice because of the short of theory research. This article aims to look back how the comparative power of administrative punishment comes into being, what it depends on in the theory and have a summarization on the practice. Especially refer to the problems exiting aims to give some viable suggestion. This dissertation makes a study on the interrelated issues of Chinese administrative execution of city, which is significant in practice but insufficient in theory.This dissertation consists of the foreword, main text and conclusion. The main text has three chapters.The foreword gives a brief explanation about the intentions of the writing and main issues that are going to discuss.The first chapter mainly confirms the conception of the system of city synthesis administrative law enforcement. Through discriminate the relations between the system of administrative execution of city and the system of relatively centralized power of administrative punishment, the object discussed by this article is cleared. Then implication and the characteristic of the system of city synthesis administrative law enforcement is analyzed, in order to has an assurance from the overall to this system. Finally carries on the discussion to the theory of the city synthesis administrative law enforcement.The second chapter is the present situation narration of city synthesis administrative law enforcement. The article has showed its practical confusions such as the system, legal basis, scope, main body and method, pointed out the problems in the practice which is influenced city synthesis administrative law enforcement. In this section I strive for paying close attention to new tendency of the reform of city synthesis administrative law enforcement, and analyzing the problems and caused comprehensively and thoroughly.The third chapter is about the trend of the development of city synthesis administrative law enforcement. I put forward some suggestions to perfect the system through such aspects as the law enforcement system, specially legislation, strengthens the cooperation coordination, reestablishes law enforcement idea. I strive for enforcing the tactics'operation, and bringing forth new ideas on the basis of other's study.The conclusion part makes a simple summarization.
