The Research Of Community Correction's Welfare, Punitive Character And Their Relationship

Community correction had originated in the Euro-American countries in the 1960s. The development of the community correction has been relatively mature in British, American, Japan and other countries. Comparatively, community correction system has begun in our country since 2003. It has been developed for only a short period of seven years.The community correction practice and research in China is only the initial stage.The research of character of the community correction is very limited. In this article, the author uses the quantitative research and qualitative research method. The author studies the community correction's welfare, punitive character and the relationship between them by questionnaires and interviews in depth. Firstly the author present the ideas that community correction has the welfare and punitive character through analyzing the working Situation of the pilot community correction. Secondly the author studies the community correction's welfare and punitive character separately in depth. The author analyzes the contents of the welfare and punitive community correction, and the limitations and their causes. Thirdly the author proposes the real relationship and the due relationship between the community correction's welfare and punitive character, the causes of the existence difference and the strategy. Finally, on the basis of the previous analysis, the author puts forward the suggestions of improving community correction, effectively to promote the community correction system.
