Community Corrections ,the system and the method prevalent in western countries in the 20th century , was intended for Community-based corrections and has been affirmed and advocated by the Organization of the Prevention and Control of Crimes of the U.N. The origins of the community corrections can be dated back to 1840's, it was intended to show human care and sympathy towards misdemeanors and it was practiced by the volunteers ; in its later development it indicated the strengthening ideas of the protection of human rights. The Institution of community corrections is the outcome of the rethinking and renovation of the criminal penalty system when human civilization developed to its higher levels and it carries with it the strong tinges of the idealism and shows the inclination of the socialized execution of criminal penalty.The research is focused on the community corrections system in China and the general framework and ideas of it are mainly about China .The related introduction about foreign countries is determined by the valuable part from which we can learn .By regrouping the criminal correction system and the practices involving the community corrections factors ,it investigates the native elements inherent in the community corrections system of China .By studying systematically the basic doctrines of the community corrections, it gives a definition to community corrections and points out its four characteristics: criminal execution, social work , social welfare and trans-department nature . After the introduction of social work and the analysis of the relations between it and the community corrections , the paper points out that whilst traditional approach towards the criminal correction adopted by china has the common points as of the community corrections, there're great differences between them : the system of community corrections in our modern time has to borrow the ideas of social work and the involvement of the community corrections social work in it, the community corrections should be carried out ultimately by professional social workers . In combination with all the studies, the author tries to set up the system of community corrections in China. She points out that the Juvenile community corrections has independent value at the current stage and gives suggestions on how to improve it.The paper is fallen into 8 chapters .Chapter 1 is mainly about the introduction to the backgrounds, aims and the significance of the studies on the community corrections system in China, the general survey of the studies thereon and the perspectives and methods of the studies.Chapter 2 deals with the concept, historical evolution of the community corrections system and the source of community corrections system in China.Chapter 3 explores the relevant theories of community corrections. It investigates the theoretical basis on which the community corrections system is based from different angles within the sphere of different subjects and summarizes it into eight parts and analyzes them respectively .It gives unique understanding of the nature of community corrections system , sets forth the ideas which differ from the mainstream ones and deems that community corrections system is of the characteristics involving criminal execution, social work ,social welfare and of trans-department nature .Chapter 4 is centered around the situations of China and expounds on the basis of community corrections system in China .By looking back at the Criminal Transformation system in China ,it outlines the settings about the system concerned in China ;by regrouping the criminal policy of China ,it investigates the policy basis on which the community corrections system is based ; through the analysis of the actualities of China ,it points out the factual basis on which the community corrections system is founded .Chapter 5 is the introduction to the various practices and the methods of community corrections systems in different countries. It selects U.K, U.S, Germany and Japan that are of unique features in its community corrections system in particular and analyses them respectively in order to provide references to the establishment of the community corrections system in China.Chapter 6 mainly talks about the introducing of the corrective social work. Through the introduction of the value of the social work and the content of the community corrections system ,it sets forth creatively that community corrections system in modern time must involve the corrective social work and the task of community corrections must be done by professional social workers ,the original mode of the criminal transformation must introduce the notion of corrective social work and the practical methods ,and thus ,the original intention of the setting up the community corrections system can be realized .Chapter 7 is the exploration of the experimental work of the community corrections system in china .With the aid of vast amount of data and documents, it shows the general situation of the experimental work of the community corrections system carried out in China and for the first time selects three Municipalities Directly under the Central government as the objects of studies to make comparative studies and analyses the common elements encountered in the experimental work.Chapter 8 sums up the studies of the whole paper and analyses the social basis on which the very system is founded, it attempts to set up the community corrections system in our country from the aspects of the object of community corrections, the setting up of the system and the making up of personnel, the perfection of the relevant systems of community corrections. It deems that the community corrections of the Juveniles at the current China is of the unique value and puts forward some practical proposals.
