Choices On The Development Path Of The Rural Social Assistance System In Anhui Province

The rural minimum living security system began to establish around the country in 2007, which marked that the concept of rural social assistance changed from moral to right and rural social assistance changed into standardization and legalization. Anhui province, as a developing province, for which construction and improvement of rural social assistance system is a basic project. The basic framework of a social assistance system has been established in Anhui province presently, including the five-guarantees subsistence system, the rural minimum living security system, natural disaster relief system, the system for providing assistance to families in extreme poverty, the rural medical assistance system and so on Improving the rural social assistance system and effectively guaranteeing the basic livelihood of the rural underprivileged groups are the implementation of concept of people oriented proposed on the 6th Plenary Session of the 15th Central Committee of CPC and by the party central committee, the needs for developing various social undertakings in an all-round way the needs of building a harmonious society quickly and so on.From civil rights and state responsibility, the paper uses the theory of social mutual help and social equity considering the necessarily for the establishment of rural social assistance system from the political, economic and cultural point of view. Based on the review of development of rural social assistance, the paper analyzes the problems of rural social assistance such as lack of funds, imperfect of organizations, weak enforcement, unsuitable management, overall urban and rural development lagging behind and so on. Further, the paper points out that the reasons are existence of misunderstandings, lack of clear and long-term planning, weak legal enforcement, system defect as well. The paper points out to improve rural social assistance system form the aspects such as improvement of the legal system of social assistance, establishment of comprehensive coordination mechanisms of social assistance, expanding sources of social assistance funds, establishment of monitoring mechanisms of social assistance and training social assistance personnel as well. At last, the paper proposes that there are kinds of transition modes for rural social assistance system such as optimization cf individual system, improvement of the rural minimum living security system, integration of different types, integration of assistance means instead of overall urban and rural development mode.
