A Research Of Social Assistance For Disabilities In Xi County Of Shanxi Province

People with disabilities are a special vulnerable group in society. There were85.02millionhandicapped person in China by the end of2010. Due to the obstructions of social environmentand own drawbacks, this large group faced many difficulties in daily care, medical care, education,employment and social participation, resulting their income, the influence of politics and socialparticipation all in a very low level and becoming the most vulnerable group. Whether their basiclife can be guaranteed，not only related to disabilities themselves and the cause for the disabled,but also related to the realization of well-off society.Solving the social assistance problems for thedisabled and helping them live a life with dignity are not only the inherent requirement of socialequity but also the necessary condition for a stable and harmonious society. Giving the disabledthe basic right of survival and development and insuring them enjoy a comfortable life areimportant for the socialist harmonious society.In this article, the author selected social assistance for the disabled in Xi County as a researchobject. Questionnaires were used to investigate the disabled in Xi County. In the text, the authoranalyzed the current situation and needs of social assistance for the disabled in terms of basicliving, medical rehabilitation, education, housing and employment and reflected the true state ofthe disabled objectively and accurately as much as possible. Through the study, the author foundthat there were many problems in social assistance for the disabled, such as lagging legislation,concept deviation, the large gap between supply and demand, low relief standards, unsoundemployment system. The research also analyzed the reasons. Finally, learning from the successfulexperience of the typical foreign country，the author concluded that only by improving the reliefsystem, changing ideas and taking the combined road between the officials and citizens, increasingfinancial investment, improving the management system, strengthening coordination andimproving work efficiency can we solve the problems completely.
