Research Of Liaoning Urban Social Assistance Fund Effectiveness Based On The Method Of DEA

Social assistance is an important part in social security system, and it also has an important role in maintaining social stability and safeguarding the basic livelihood of the needy groups. With the rapid development of China's economy, the financial earning capacity enhanced the work of social assistance by doing a solid material foundation. In the context of building a harmonious society, the party and the government increased the organization and leadership level, as a result, the effect of the work of social assistance has been further enhanced and we got more material for our research work. Effected by the characteristics of China's dual economy, urban social assistance work carried out earlier, Under the background of China's economic system transformation, Liaoning Province, as the country's old industrial base, started the pace of economic reform earlier, The effectiveness of Liaoning economic reform has a leading position in the country, Liaoning urban social assistance also has a leading position in the country. Researching present social assistance work is conducive to sum up the practice of advanced regions, find weakness and improve the efficiency of Liaoning urban social assistance work.Urban social assistance has its own operation mechanisms and rules. With the development of economy, the scale of Liaoning Province urban social assistance funds is growing, which is good at safeguarding the urban social assistance work and effective result. Meanwhile, there are some not-reasonable-arrangements in use of social assistance funds, this paper tries to measure the urban social assistance funds efficiency and differences among regions, in order to find improving method of social assistance fundsThe speed of economic development directly affected the size of funding sources, accordingly, people's income changes directly affected the scope of the urban social assistance staff size. In order to measure the influence of economic development to social assistance funds efficiency, this paper classifies the level of economic development of Liaoning Province to developed, general and backward to find impact factors.After the inspection of Liaoning Province social assistance system, this paper analyzes the structure and use of it. To clearly reflect the role of funds in social assistance system, with restriction of data availability and data classification, this paper chooses three groups input-output indicators. Based on three years data analysis,empirical results show that the efficiency of Liaoning social assistance funding was increasing year by year, but there was a big difference between regions. Half of the regions's efficiency was instability, we can improve the efficiency of backward areas with communication of different regions.At the same time, this study also found that the efficiency of the urban social assistance funds are not synchronous with the level of economic development, the efficiency of developed regions behind the general regions and backward regions. One possible reason for this phenomenon is that the promotation of institutional changes to urban social assistance funds efficiency becomes weaker.One of the inadequacy of this article is a shorter data period, the comprehensive efficiency indicators are some different with annual efficiency indicators. In future, with the extended number of years of available data, we can analyze the trend of the urban social assistance better.
