In 2020, it expected that the immigrant population will reach 250000 in our province. At present, Yunnan’s immigration and resettlement areas are mainly concentrated in poor mountainous areas and minority areas. Even though we have the idea of "FRIST IMMIGRANTS, SECOND CONSTRUCTION"and"LIGHT RELOCATION HEVERY DEVELPOMENT " to carry out the work of immigrate, In the process of immigration, it also have too many contradictions and problems,these problems have become the difficulty of hydro power development,the key of affecting social stability, and the focus of social attention, In the past five years, In our province,annual investment of resettlement funds is about 7billionyuan,in 2012,it up to more than 100 one hundred million Yuan, it is mainly used for immigrant relocation, such as new immigrants reside a room, infrastructure project resettlement areas, By the end of 2014,the late-stage support funds also accumulating invested 6.914billion Yuan, it mainly used to help immigrants to develop agriculture and animal husbandry and so an economic projects, "though the way of investing immigration funds is "ONETIME ", economic development of resettlement area is still slow, the quality of life of migrants is still not high. The problems of early immigrants’funds are uneven distribution, diverting not in time, take up the phenomenon is outstanding, the problems of late-stage support funds are investment imbalance, supporting the project low output, and these problems are seriously affect the efficiency of immigrants’funds. Therefore, we must manage and use immigration funds strictly, the efficiency of immigration can prove, and as the result, we will get the goal of "must move, have to live, get rich, running off goal".Using the combination of theoretical and empirical way, standing on the basis of the financing management, it will analysis existing problems and reasons in the process of financing investing and using, Through quantitative build property income index of static, dynamic index and auxiliary, and qualitative build financial performance evaluation index to analysis early in immigrants funds and late-stage support immigrants to improve the financial efficiency. At the same time, in order to test the financial efficiency of immigration funds is feasible, the author take the example of lancing river basin hydro PowerStation’s early immigrants and late-stage support immigrants funds to demonstrate,at last,on the basis of control policy standard, comprehensive summarize experience and lessons,put forward the corresponding countermeasures and suggestions.
