Corruption has been plaguing people since ancient times. It not only damages the interests of the citizens but also severely affects the political stability. Scholars of the world have been searching for methods of controlling corruption. However, it is a long and tough way of solving corruption fundamentally. Due to the development of constitutional economics, the choice of system goes back to the meta-rule which may provide a new way of sovling corroption.Firstly, corruption is the activities of government officials who use public power to make profits for themselves. Moreover, the activities will infringe the public interests and individual interests. There are disputes on the effects caused by corruption around the academic. The paper considers that corruption should not be tolerated. Corruption will worsen the market failure and bring serious government failure. The government stability would be influenced should corruption spread is let go. Therefore, the control of corruption can not be relexed. This is the start point of the paper.Secondly, the paper retrospects the formulation of constitutional economics. From Adam Smith's researches on the conflits between governmental power and individual interests to the formulation of Hayek's liberation and legal model, and the establishment of Buchanan's constitutional economics, the core theory advocated by constitutional economics is to constrain the power of the government and to protect human rights. Constitutional economics considered that the constitution should be reformed and democratic government model should be established to limit the government power. Compared with government power, civil rights is at a relatively inferior position which should be proteced with the format of contract. Thus, citizens can obtain freedom and security. The contract is the onstitution. Constitutional economics can be realized only with the effectively realization of civil rights establied by constitution. From the aspect of government power and civil rights, the paper launches a deep researches on the reasons of corruption. In terms of government power, it has a necessary connection with corruption. The excessive power of the government and unequal distribution of power provide conditions for the happening of corruption. Government officers. Due to the excessive concentration of executive power, the power of some officials exceeds the power of the potition which porvides convenience for leaders'corruption. Since the operation of executive power is lack of legalized stipulations, the operation of power can not be restricted effectively. The insufficient supervision on government power gives opportunities to corrupters. In terms of civil rights, the weak awareness of vcivil rights not only contributes to the abusement of public power but also causes the rampant activities of "hidden rules in the market. Moreover, from the aspect of constitutional system, there are defects on the protection of civil rights. As a result, citizens can not use laws to protect themselves effectively. By probing into the issue of citizen election and figuring out corruption problems during the election, the paper emphasizes the importance of protecting civil rights.At last, the paper gives some proposals for eliminating corruption which are constructing decentralized government and restaining corruption by bounding power, promoting government publicity and implementing public hearing system to make the operation of power becomes transparent, perfecting power supervision mechanism to prevent the breeding of corruption, and establishing unconstitutional censorship to fully protect the civil rights under the constitution.
