According to the 1986 "Goldwater—Nichols Department of Defense Reorganization Act" provisions, the President of the United States George ? Bush submitted to the Congress the US National Security Strategy Report of 1991. It presented the America's the political, economic, military strategy in the new period, and pointed out the direction of adjustment of US National Security Strategy in the end of the Cold War. It establishes a theoretical foundation for the introduction the concept of a new world order and the "regional defense strategy". It had a profound impact for the government of the United States national security strategy adjustment. This paper will analyze the background, the main content, and influence of the US National Security Strategy Report of 1991, discussing the impact of the adjustment US National Security Strategy , that prompted the United States in political, economic and military security to use the different strategy to deal with the challenges and threats in the new period after the Cold War。The foreword points out the topics conception, the current situation domestic and foreign and paper structure, and summarizes the topics of theoretical and practical significance.The first chapter analyzes the law foundation and the domestic and foreign background in the introduction of this National Security Strategy Report. the Goldwater - Nichols Department of Defense Reorganization Act provides: President must submit annually to Congress a national security strategy report for the domestic sector and the people have the better understanding about the current national security situation, and the better adjustment of specific measures to safeguard America national security. In the late 80s early 90s of 20th century, the world situation has undergone dramatic changes, because of the unrest in the Soviet Union, its foreign strategy began to shrink, while the Gulf War crisis suddenly outbreak in August 1990, the regional conflicts and contradictions intensification, so, the international environment the United States faced has great changed. At the same time, because of the arms race with the Soviet Union for many years, the America economic strength has been greatly weakened, making the America economy develop slowly and facing intense competition with Japan and Western Europe countries in this period, so America domestic economic security situation changed very grim. Dramatic changes in the environment at domestic and foreign promoted the Bush administration to adjust its national security strategy in order to better adapt to the the world situation after the Cold War.The second chapter describes the main content in the US National Security Strategy Report of 1991. This chapter is divided into four sections to analyze its main content. The first section discusses the Bush government has re-determined to the America's the status and role in the world and propose America's national interests and strategic objectives in the new period. The second section analyzes the America's political strategy in the new period, and the comparative study with its strategy of containment in the Cold War. According to the America with Western European countries,the Soviet Union,Japan,China and other countries the different geo-political strategy, it has discussed the changes in political strategy of America. The third section analyze the America's economic strategy in the new period, the Bush government has taken several measures to promote economic development, and pay more attention to the economic security of America, in order to establish the economic foundation for political and military strategy in the new period. The fourth section analyzes the America's military strategy in the new period. Because of the strategic contraction of the Soviet Union and the Gulf Crisis suddenly breakout, the America pay more attention the threat to its national interest because of regional conflicts in the key areas of the world, it has adopted a different military construction policy with the Cold War, that efforts to enhance America military's ability to respond flexibly and better respond to the threat of regional conflicts.The third chapter researches the influence of the US National Security Strategy Report of 1991. This report has a profound impact to the America's political, economic, and military strategy in the new period. First, this report advocate the America should abandon the practice of over-emphasis on military security during the Cold War, through the use of political, economic and military the comprehensive security means to protect the United States national interests. Second, the report proposed the establishment of the new world order concept, it has practiced and achieved great success in the Gulf War, so more determined to the pursuit of this concept by America administration in the future. Finally, the America Department of Defense proposed a "regional defense strategy" in February 1992, as a guiding ideology military strategy in the period. It is different with military strategy during the Cold War, such as the main Combat object war scale, response capacity and means of war. Although the Bush administration is not long, its adjustment about national security strategy of America has a profound impact for administrations in the future. Many specific measures and guidelines in the Clinton administration and the Bush administration have been a certain amount of inheritance and development, showing a strong continuity.In the conclusion, the author put forward his own views on this paper, that this report is introduced in the end of the Cold War, when the Soviet Union has not disintegration and the world situation remains uncertain, so the Bush administration adjust to the US National Security Strategy has some limitations, but the main idea get a certain amount of inheritance and development by administrations in the future.
