The Influence And Illumination Of The American National Security Strategy On The Intelligence Oversight Since The Cold War

From the perspective of historical research,methods of comprehensive and comparative research of information are applied in this paper to study the way of the research report.Within a limited space,it takes the influence of the national security strategy of the United States on its intelligence supervision as the object of study,analyzes and discusses formation and evolution of American intelligence supervision system from the Cold War period to the Obama Administration period under the change of American national security strategy.At the same time,it briefly analyzes the current situation of American intelligence supervision reform during the Trump administration,and forecasts prospect of development.The direct and indirect factors that promote and hinder the reform of intelligence supervision in the elements of American national security strategy are preliminarily clarified.Based on the study,the national and military intelligence work is influenced by the national security strategy,and the intelligence work can not deviate from its proper direction unless effective supervision measures are taken.As one of the first countries to allow the legislature to participate in intelligence supervision,the United States,under the influence of the national security strategy,has formed a well-structured and complete system of laws and regulations for intelligence supervision through continuous readjustment,reform and error correction,which helps to consider construction and development of China's national intelligence regulatory system at the macro and strategic levels.On the macro level,this paper holds that we should deepen the reform of the national intelligence system and deepen national intelligence system reform based on the connotation of the National Intelligence Law.On the micro-level,we should highlight Chinese characteristics to speed up construction of China's information regulatory legislation system.Finally,we should expand and optimize the national and military intelligence supervision mechanism based on the national strategic interests,,promote the development of the intelligence supervision mechanism in the intelligence practice with innovative thinking,and play the first defensive role in safeguarding China's national security,thus providing strong guarantee for national security decisions.
