A Performance Evaluation Study On Coping Capability Of Government For Public Health Emergencies

Public health emergencies in the world today are facing universal. They happened suddenly. often cause serious damage to public health, and lead to social panic. All in all, they endanger the social security and stability. In order to minimize the harm, we must assess the coping capacity of government for public health emergencies to strengthen government capacity.In this paper, combined by the existed studies and practical experiences on performance assessment of government's coping capability of public health emergencies, and based on the theories and methodologies of counter-measure of public health emergencies, the coping capacity of government for public health emergencies is measured and assessed. The paper builds an evaluation model of our government's emergency capacity for public health emergencies. The model has 4 kinds of target including 15 second grade target. In the example, it assesses and analyzes our government's coping capacity in the melamine milk powder incident. So that the reference for government's coping capacity for public health emergencies could be provided.
