The Research Of Emergency Capability Evaluation And Improvement Strategy On Sichuan Provincial Government

The acceleration of urbanization is followed by the emergence of a large number of emerging industries and business forms,as well as the interweaving and superimposition of traditional and non-traditional security risks,and the significant increase of security risks.Based on this,the era of big emergency has put forward higher standards and more stringent requirements for the government’s emergency response capacity,requiring all-directional,whole-process and whole-society emergency response,and integrating multi-aspect emergency response resources.Therefore,this paper is established in the multidisciplinary knowledge such as disaster science,management science,systematics,starting from the uncertainty of public emergency,based on the complex system theory,the theory of crisis life cycle and collaborative governance theory,through empirical study and normative analysis,adopts the combination of theory and empirical studies of the integrated research method of combining,trying to build the Sichuan government emergency response capability evaluation index system,and then to review construction,in-depth analysis of the Sichuan government emergency response capability.This paper summarizes the domestic and foreign government emergency capacity building practice and existing research,and connecting with the theory of crisis life cycle,from prevention,monitoring and early warning,disposal of rescue,reconstruction and innovation study five aspects,analyzes the content of government emergency capacity construction,preliminary build the evaluation index system of government emergency response capability.And through the analytic hierarchy process,Delphi method to clarify the weight of all levels of indicators,and finally formed the government emergency capacity evaluation index system.According to the evaluation index system of Sichuan provincial government’s emergency response capability,this research carries out empirical research in the field of production safety,promoting the standardization,specialization and scientization of emergency capacity assessment.At the same time,through the empirical analysis of the Sichuan government emergency response capability evaluation,this paper reflects on the effectiveness and challenges of emergency response capacity building in Sichuan Province after the reform of emergency response institutions,explores and summarizes the present situation and shortage of emergency response capability of Sichuan provincial government,clears core task of Sichuan Province’s emergency capability system construction under the background of building the great emergency.Furthermore,this paper puts forward the strategy to improve the government’s emergency response capacity with the goal and direction of socialization,legalization,intellectualization and specialization,so as to promote the sustainable development of emergency response capacity in Sichuan Province...
