Research On Constructing Social Security System And Service System For The Disabled

As an important component of China's socialism cause, the undertakings for the handicapped with its flashing humanitarianism radiance, reveals the superiority of the socialist system,plays an important role in Chinese human rights protection system and social construction system and plays an active role in arousing love and promoting social progress and civilization.After six decades of development, in particular the development of more than three decades after reforming and opening up, the undertakings for the handicapped in China not only made brilliant achievements, but also stands at a new historical starting point. Undoubtedly, stands at this starting point, the undertakings for the handicapped has a long way to go. With the continuously development in depth of the undertakings, the problems and challenges will become more prominent. How to inherit the cause of persons with disabilities on the basis of a glorious history to play advantages, rich content and highlight the characteristics of scientific development are becoming a subject which will be seriously treated by the undertakings for the handicapped and its workers and researchers. The No.7 central government document has proposed specific requirements for the undertakings for the handicapped under the new historical conditions, pointing out that the main task for the cause for the disabled in future is to establish social security system and service system, and making a clear exposition and full deployment for constructing "the two systems"Jiangsu provincial government has proposed the targets that achieving "basic security for all" and sounding service system for people with disabilities in disabilities'"Eleventh Five Years" Development Program which was approved in 2006,and implemented effective institutional arrangements and action initiatives to explore and advance this work. Through years of hard work, The basic skeleton of social security and service system for disabilities has preliminary formed in Jiangsu Province, "the two systems" played a significant effect in providing a stable system of security of the survival and development for people with disabilities. However, as a result of the concept of bias, laws and regulations lagging, lack of government investment, social mobilization fatiguing and a waste of existing resources, the construction of "the two systems" for Jiangsu disabilities is also facing a great challenge,its developing is gradually constrained by the bottleneck. Jiangsu is one of the first development examples in China, and the disabled cause should be forefront. There are 4,800,000 disabled people in Jiangsu, how to achieve effective protection of disabled persons under the basic living and rising well-being of persons with disabilities under the favorable conditions, such as the rapid development of economic and social, basically achieve modernization in Jiangsu,is a problem that all levels of governments and the researchers must seriously treated. This study suggests that to accelerate and improve the social security system and service system in Jiangsu Province for disabilities is the necessary requirement of economic and social development in Jiangsu,is the important carrier for the vast number of people with disabilities to keep up with the pace of "the two first" in Jiangsu, is the important content for drawing up the "Twelfth Five Years" development plan for disabilities in Jiangsu, and is the fundamental measure to achieving sharing the fruits of social development with disabilities. To develop "the two systems" for disabled in Jiangsu Province, innovation must be first.The research starts from the analysis of the importance and necessity for the construction of the disabilities "two systems" from the perspective of the needs of disabled people, social construction and the actual situation of Jiangsu, then clearly sum up the status of social security system and service system of the disabilities in Jiangsu, and then find the problems in the process of constructing "the two systems" for disabilities in Jiangsu, and make depth-analysis for the reasons of these problems, finally provide the countermeasures for innovating and developing "the two systems" for the disabled in Jiangsu, and gives the designing framework of "the two systems" constructing which not only meets actual situation of Jiangsu but also has highly operability. This study expects to a breakthrough in concept innovation, system innovation, content innovation, method innovation and platform innovation, and constantly improve system designing of "the two systems" constructing under the guidance of the various innovations so as to accelerate and continuously improvement the social security and service system for disabilities in Jiangsu Province, so as to promote the cause of the disabled in China to achieve higher level.
