"Help The Dream To Fly"——the Construction Of Social Supporting System For Persons With Disabilities In The Context Of Integrating Urban And Rural Areas

At present, caring and assisting persons with disabilities has become a mark of human civilization and intellectual progress. Social work for the disabled will continue to face new opportunities. China’s current social work for the disabled is still in recovery and standing at a new starting point. From the main supplier, professional institutions and professional development is seriously insufficient. From the demand side, with a wide variety of disability, the cardinal number of disabled population is large. Social work service for the disabled is in great demand. In rural areas, resource is not perfect. Knowledge, system facilities and the level of awareness is not perfect. Rural area is lack of funding and policy support. So social work for the disabled is a vacancy in the state. In the city area, area development is very lopsided. Persons with disabilities’service needs and the actual service is still a big gap between the urgent requirements. People are eager to promote the disabled social work occupation. In the background of integrating urban and rural areas, urban-rural areas provide an opportunity of development for disabled social work. Promoting the construction of perfect social support network is necessary for the disabled and society. The construction of social supporting system not only fully arouses their potential from the disabled person oneself but also creates a favorable atmosphere for the growth and development of its social environment.The author will do the practice in the context of integrating urban and rural areas and take persons with disabilities as the main who live in L community, Long Quan Yi, Cheng Du. In this paper, the key points come from the social work intervention of the individual, family, peer and community support in four aspects. Through interviewing, observation, literature reading, the author try to understand the disabled’ living conditions. Then try to find the needs of persons with disabilities by using social surveys and statistical analysis. At last, build the relationship between the social worker and residents. Use case, group and community work to achieve the goal of constructing social supporting system. During this time, the author use flexible evaluation and timely follow-up services to consolidate effects. Finally improve the quality of life and establish the social support networks for disabled persons through promoting the disabled groups from passive to active in finding resource and creating resources. At the same time, provide successful examples of urban and rural regional disabled social work and promote the development of social work in the Midwest of China. At last, provide practical basis and effective suggestions for scholars and the relevant policies of the government through the exploration of the new path of disabled social work practice on the Chinese inland.
