The phenomenon of urban vagrants and beggars can not be ignored in our country. This needs to ponder.This article is about the flaws of the urban vagrants and beggars'management system design from the perspective of both theory and practice. In theory, the main assumption is based on that people should be formulated what to do and what not to do. Then it focuses on the relationship of vagrants and beggars in the city, the giver and the government. And it analyzes the dual structure of the system and its functions.From a practical point of view, firstly, this paper reviews the evolution ofpolicy and that there is not only inertia but also some imbalances in the process.
