Secondly elaborating the relevant supporting conditions for negotiation of international rivers: interest coordination and appropriate game are considered as efficient means to negotiation of international rivers, in this creating an interest evaluation system by function method, which well eliminates the difference of dimensional standards, and also, the creative use of game makes negotiation more persuasive. Finally designing the idea of negotiation in different scenes, the results mainly include as follows: negotiations attitude and interests of master-salve relations influence.In the second part, taking Lancangjiang-Mekong River as an example to make an empirical application. According to the results, negotiation achievements are expected in the Lancangjiang-Mekong River basin, and then, to predict the situation of future negotiation, all counties hope to achieve cooperation, but in order to early construct the whole basin management system, the four downstream countries will be critical, furthermore, they even must be indispensable to make appropriate concessions.
