Study On Animal Welfare Legal Issues In Animal-derived Food Safety

The event of "San Lu" milk powder had just been forgotten by consumers, the incident that Synutar milk powder probably causes children precocious puberty lead to a wave of boycotting milk powder all over the domestic. There were many little babies about ten or eight months old appeared the symptom of premature in Jiangxi and Shandong since last April. The male common among them was that they had been drinking Synutar milk powder since their birth. Although no detections showed that excessive hormones were added to Synutar milk powder and Synutar survived the storm, it's undeniable that excessive hormones in milk could lead to precocious puberty. However, farmers often use plenty of chemical medicines, like hormones, to shorten the slaughter period of animals. The bad result is that these hormones will be left in the animal's bodies, causing hormone pollution for meat,eggs,milk.Modern farming industry provides abundant animal-derived foods for human. At the same time, the concerning about the safety of animal-derived foods is increasing. There are many animal-derived food safety happenings in China. Survey results show that this kind of happenings are mainly caused by excessive chemicals and feed additives, which seriously affect the safety of animal and animal-derived foods. The factors forming this situation are various. This paper analyses how animal welfare affects animal-derived food safety from the perspective of animal welfare. If we implement animal welfare and give animal corresponding treatments, we could guarantee the safety of animal-derived foods fundamentally, promote exports of animal-derived foods, and maintain the stability of society and economy.Part one introduces what is animal welfare and animal-derived food safety separately, expounds the situation of animal-derived food safety, and discusses the close relationship between animal welfare and animal-derived food safety. Part three elaborates the theory about studying animal welfare in food safety, showing that there is theory support for animal welfare research. This paper explicitly points out the animal welfare problem in the area of animal-derived food safety and explains the reasons in part four. Then, part five analyses the necessity and feasibility of establishing Animal Welfare Law. The legislation of animal welfare can benefit animal-derived food safety and people, help to promote coordinated development between human and nature. In the last two parts, it particularly introduces the legislation experience in European Union an America first, then, it points out the right way for China to solve the animal welfare is to establish corresponding legal system about animal welfare. Only in this way can we guarantee the safety of animal-derived foods.
