A Study On The Animal-derived Food Safety Legal System

Common people always have their basic requirement for the market of animal-derived food products, which includes having 'safe meat', 'healthy eggs', safe aquatic product' and 'clean milk' .But whenever epidemic disease occurs, storm for fear of meat sweeps everywhere .A positive factor is that ,with the development of economy, stockbreeding fill the animal-derived food products society demand very well and customers care more about themselves health so as to they raise their animal-derived food products safety demand; on the contrary ,the negative factor turn out to be more complex, which includes feedstuff pollution in environment, effect of the remain of pesticide by nonstandard stockbreeding operation, unsafety factor from the machining, transportation, storage and sale process by means of environment, equipment, operation, packing and additive, and effect of common sense psychology by media advocacy. People appear to focus on animal-derived food safety, which rises to a world problem: British BSE in 1996, Hong Kong Avian Influenza in 1997, Southeast Asia PRRS in 1998, Dioxin in Belgium and other countries in 1999, foot-and-mouth disease in Europe in 2001,SARS in our homeland in 2003 and native Avian Influenza in the past two years. Animal-deriyed food safety is not only a basis of protecting human health, life and improving life quality, but also the vital influence on international trade. Animal-derived food safety has become a very important factor on the international competition ability of our country's food industry. However, we are not optimistic about the animal-derived food safety status. Among the many reasons, the most important one is that Animal-derived food safety legal system needs to be consummated. To compare with the developed country, It exists definitely a gap, which forces us to take international practices to improve it to protect our people's health and develop the foreign trade after WTO.This paper surveys traditional animal-derived food products law, legal system, delegated legislation system, security legal protection system, animal-derived food standard and veternary management system, which leads to a deeply cognizance and hold on the animal-derived food safety legal system.The innovation of the paper is a visualization of perfecting animal-derived food safety legal protection system and establishing official veternary management system by using advanced animal-derived food safety legal system in the developed country for reference, associating the situation of China.
